Project Description:

The applicant proposes to reconstruct an existing pier along the same alignment on the eastern shore of the Hudson River. The pier will consist of a 170 foot long by 25 wide concrete walkway and pipeline trestle, leading to a 20 foot wide by 55 foot long concrete manifold platform above mean high water, two steel grating decking walkways, and two breasting dolphins with mooring bollards, and two shore side moorings. The project is located at CH Sprague Energy, 540 Riverside Avenue in East Greenbush, NY.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 14, 2011.
