Project Description:

The Department has made a tentative determination to approve this application to modify a SPDES permit (SPDES# NY 014 8709) to discontinue the discharge from an existing outfall to a lagoon (No. 002) and redirect this flow to a new wastewater treatment system with 10,000 gallon per day surface discharge to the West Branch Mongaup River, Class B(t), at the applicant's seasonal camp and Tabernacle/Convention Center. The proposal will reroute sanitary discharges through the existing lagoon system prior to directing the flow to the proposed six-step wastewater treatment system with new outfall (new No. 002). The proposal will transition the entire site to the new wastewater treatment system which will utilize existing lagoons for flow equalization and adds the following: two-stage septic tanks; primary and secondary sand filters; ultraviolet (UV) disinfection; and an aeration cascade with rip-rap diffuser at the outfall. Camp Manahaim is located on Old White Lake Turnpike (Blum Road) 2,000 feet north of Butrick Road in the Town of Bethel, Sullivan County.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Bethel Town Planning Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes the construction of two multi-purpose athletic fields on a currently undeveloped 47 acre site, including approximately 3.8 acres of disturbance within the 100 foot adjacent area of NYS Freshwater Wetland A-4 (Class 1). Of the 3.8 acres of 100 foot adjacent area to be disturbed, 2.2 acres will remain permanently as athletic fields, and 1.6 acres will be revegetated with native vegetation. An additional one acre of 100 foot adjacent area currently characterized as meadow will be enhanced with tree plantings. Also proposed is the replacement of two existing culverts which currently allow access over a narrow portion of wetland, to result in approximately 1600 square feet of wetland disturbance; the utilization of several stormwater management structures (both surface and subsurface); and the construction of an approximately 300 foot long retaining wall, varying in height from two to ten feet, to minimize grading impacts to the 100 foot adjacent area.

SEQR Lead Agency: Yorktown Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
