Project Description:

The Department has received an application from Rochester Gas and Electric (RG&E) Corp, to establish certified Emission Reduction Credits (ERC) based on the permanent shutdown, effective April 23, 2008, of all electrical generating operations at the Russell Electric Generating Station located at 1101 Beach Ave in the Town of Greece and the subsequent surrender of the Title V Permit for this facility.

Based on allowable past emissions, the Department has made a tentative decision to approve ERC of 2026.3 tons per year of oxides of nitrogen (NOx), and 16.1 tons per year of volatile organic compounds (VOC), to be used for emission offsets at another location or locations, in accordance with 6 NYCRR Part 231 New Source Review in Ozone Transport Regions.

The NOx and VOC ERC certifications will be based on the permanent shut down of all four Russell Station boilers, in accordance with 6 NYCRR Part 231-10.

The application and supporting documentation are available for review at the NYSDEC Region 8 Office.

Project Description:

Cold Spring Construction Company proposes to construct and operate a new 4 acre sand and gravel mine located on the west side of Meads Creek Road, north of I-86 and adjacent to the NYS DOT facility. The mine will remain in operation for approximately one year and will provide material for the I-86, Exit 42 reconstruction project. The mine will operate as a traditional surface extraction of sand and gravel including processing with a dry screener and a crusher. Mining will not occur below the water table nor will there be any consumptive use of water on site. The site has been previously disturbed by construction of the NYS DOT maintenance facility. The mine will be reclaimed for use by NYS DOT for increased storage as a part of the existing maintenance facility. Reclamation will include restoration of topsoil and reseeding with an approved seed mixture.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0002097), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification also includes a permittee initiated modification to add two parameters to Outfall 001.

The Ferro Electronic Materials-Penn Yan Facility currently produces inorganic materials for the surface finishing of glass, plastic, and memory discs as well as electronic ceramic materials used in the production of ceramic capacitors and varistors. The facility is expanding to produce inorganic material. The facility has surface discharge to Seneca Lake, a class B(T) water.

The following changes to the permit are proposed: - Administrative changes have been made to the permit updating the first and last pages. - Outfall 001: Weekly Monitoring and the reporting of monthly average and daily maximum for parameters have been added; Based on the maximum process wastewater flow rate, the daily maximum effluent limits for parameters have been changed. - Outfall 002: Based on the current sanitary wastewater flow rate, the daily maximum effluent limits for parameters have been changed; Added bimonthly monitoring and reporting of the monthly average for parameters; Added the reporting of the daily average for parameters. - The Discharge Notification Requirements page has been updated. - The Industry Best Management Practices Special Conditions have been updated. - A Water Treatment Chemical page has been added to the permit. - Two compliance schedule items have been added, both requiring a short term high intensity monitoring program for parameters. The monitoring program will aid in developing appropriate effluent limits for the parameters of concern brought about by the permittee-initiated modification.
