Project Description:

The New York State Department of Environmental Conservation (DEC) has made a tentative determination to modify State Pollutant Discharge Elimination System (SPDES) permit NY-0257206. JCI Jones Chemicals, Inc. discharges a maximum design flow of 57,600 gallons per day of groundwater treated by low profile air stripping followed by carbon adsorption from Former Monarch Chemicals groundwater remediation site through outfall 001 to the Mohawk River, a Class C waterbody.

The following changes to the permit are proposed: Discharge limits have been revised based on current technology standards established by DEC for Volatile Organic Compounds (VOC's). Discharge limit for flow has been added. Effluent monitoring and discharge limits for 1,1-Dichloroethane, Benzene, Ethylbenzene, Toluene, Total Xylenes have been added. Monitoring requirement for 1,2-Dichloroethene has been removed. Discharge class has been revised from 04 to 01. Standard Industrial Code (SIC) has been revised. Industrial Best Management Practices requirements have been added. Monitoring page with flow diagram has been revised. Permittee and facility names have been revised.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

This Department has received a request to issue a permit to operate an air pollution source and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at The Indium Corporation of America, 111 Business Park Drive in the City of Utica in Oneida County, New York. The facility is a small manufacturing company that produces specialty solder brazes, fusible alloys and related materials for the electronics industry. The Standard Industrial Classification representative of this facility is 3499 (Fabricated metal products not elsewhere classified)

The Department has made a tentative determination to approve the application of the State Facility Permit. The State Facility Permit allows the operations of 7 emission units, from which various Hazardous Air Pollutants (HAPs), hydrogen chloride, trichloroethylene and particulate matter will be emitted. The facility will also emit volatile organic compounds (VOC) from degreasing operations. The facility has capped out of Title V Permitting requirements by tracking and restricting its emissions of Hazardous Air Pollutants below individual emissions of 10 tons per year and cumulative emissions of 25 tons.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.
