Negative Declaration

Sullivan County - The Village of Monticello, as lead agency, has determined that the proposed Town of Elizabethtown Wastewater Treatment Plant (WWTP) and Sanitary Sewer Improvements will not have a significant adverse environmental impact. The action involves proposed modifications and upgrades to five (5) pump stations in their system. The existing Route 42 pump station will be replaced entirely and the pump capacity increased. The East Broadway pump station will be converted into a submersible station. New emergency generators will be installed at Route 42, East Broadway, Apollo, Shaker Heights, and Mountain Lodge pump stations. Improvements to the collection system include replacing 750 linear feet of 8 inch gravity sewer in-kind and Cured in-place pipe (CIPP) lining 500 linear feet of the gravity sewer on Nelshore Drive and 2,000 linear feet of 8 inch water main on Nelshore Drive will be relocated 10 feet away from the existing sewer. Additional improvements include replacement of 25 sanitary manholes throughout the collection system.

Upgrades to the WWTP will include installation of new mechanical bar screens and a grit removal system. Building roof/structural improvements will also be made to the existing headworks building. Three (3) oxidation ditches are proposed to be converted into Sequencing Batch Reactors (SBRs) and media filters are to be replaced with disc filter units. Improvements to the filter building are also proposed. Clarifier No. 1 will be converted into an aerobic digester, and new sludge pumps are also proposed. New reed beds for sludge disposal are to be implemented and an effluent heat recovery system is proposed for the filter and solids buildings. The site parking lot and driveway will be repaved and improvements are to be made to the solids filter building. The project is located throughout the Village of Monticello, New York.

Sullivan County - The Village of Monticello, as lead agency, has determined that the proposed Town of Elizabethtown Wastewater Treatment Plant and Sanitary Sewer Improvements will not have a significant adverse environmental impact. The action involves a proposal to loop selected dead end mains in the distribution system and repair the equipment in one of four flocculation chambers at the water treatment plant. Additionally, the project will include replacing the header piping at the West Broadway pump station and replace in kind the entire East Dillon pump station due to its age. The project is located throughout the Village of Monticello, New York.

Positive Declaration

Westchester County - The New Rochelle City Council, as lead agency, has determined that the proposed Locust Avenue Apartments may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of a rental apartment building to include 98 apartments (5 studios, 41 one bedrooms, and 52 two bedroom apartments), approximately 1,964 square feet of ground floor retail uses, and approximately 98 indoor parking spaces to accommodate the development, with 9 additional visitor parking spaces to be located at grade.

The components of the Proposed Action include: approval of zoning density bonuses from an underlying 2.0 FAR to a 4.6 FAR; site plan approval; potential for a variance for surface level parking; and a waiver to allow a project not located within 500 feet of municipal parking. The project is located at 17 Locust Avenue in the City of New Rochelle, New York.
