Project Description:

The applicant proposes installation of a complete water supply and distribution system to serve the newly created, approximately 5 acre, Great Valley Water District No. 5 and the taking of a supply of water in amounts not to exceed a total of 30 gallons per minute from 2 new wells. Average daily demand is estimated at 6,000 gallons per day. Water District No. 5 will serve the proposed Ellicott Valley Lodges, which will consist of 24 condominium units. The project is located at the facility address listed above.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Great Valley Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 24, 2011.

Project Description:

The applicant proposes a 48.5 acre addition to the previously Department approved Mined Land Reclamation Permit for the RAJAW Gravel Mine (presently 4.5 acres permitted), for mining of sand and gravel. The additional acreage is adjacent to the area currently permitted for mining, on land owned by the applicant. With the additional acreage, a total of 53 acres out of 153 acres owned by the applicant at this site will be permitted for mining purposes. Existing material processing will continue without any changes. There will be no mining activities within NYS regulated Freshwater Wetland CY-6*, nor its 300 foot wide regulated adjacent area. Excavation below the water table is proposed in the expansion area, which will result in a 20 acre pond with vegetated side slopes upon reclamation.
