Project Description:

The applicant is proposing a series of site improvements within Abraham Lincoln Park including the construction of a new waterfront lodge and a separate boardwalk associated with a paddling destination area. The 99 person capacity waterfront lodge would be constructed at the approximate site of the existing Quonset hut and include parking for 52 vehicles, 180 linear feet of 7 foot wide boardwalk, 10 to 12 new boat slips and a swimming platform. The construction of the lodge and associated amenities would require permanent impacts to approximately 0.06 acres of New York State freshwater wetland RE-1 and 0.98 acres of wetland adjacent area, along with an impact to 1,158 square feet of a federally regulated stream.

State Environmental Quality Review (SEQR) Determination:

SEQR Lead Agency: Monroe County

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 24, 2011.

Project Description:

The Department has received an application from the Town of Huron for the installation of approximately 30,500 linear feet of 8", 6", and 4 " water main for the Town of Huron Water District #7. Portions of this watermain are proposed to be installed in the regulated 100 foot adjacent area of NYS regulated freshwater wetlands NW-5 and NW-8 along West Port Bay Road and South Maple Street via open trench construction and directional drilling. The proposed watermain will also cross several tributaries of Port Bay via directional drilling. Standard sediment and erosion controls will be utilized to maintain the water quality standards of Port Bay, its tributaries and adjacent wetlands. Town of Huron Water District #7 is part of an overall joint project being conducted together with the Town of Wolcott Port Bay Water District. Water supply permitting for this project is covered under the proposed Wayne County Water & Sewer Authority Regional Service Area water supply permit that is concurrently under review with the Department.

The Department has made a tentative determination to approve this application. As a tentative determination, the Department is seeking public comment prior to making a final decision on permit issuance.

The applicant proposes the installation a 100 lineal feet stacked stone breakwall above the Lake Ontario mean high water line and regrading of a 10 feet by 100 feet section of bluff in an effort to address the current erosion problem. Additionally, the applicant proposes the installation of a staircase and 8 feet wide by 60 feet long open pile dock on Lake Ontario. All work is located within the regulated Coastal Erosion Hazard Area.
