Project Description:

Realign a section of NG #25 46kV subtransmission overhead power line around the I-90 bridge over the Mohawk River per request of NYSTA in preparation of future road work. Realignment will involve clearing a 75-ft wide easement in FWW OR-34, OR-37, and OR-38 and their adjacent areas, new temporary access roads within the new easement area, and installation of two (2) 3-pole and three (3) 1-pole wooden structures along with associated guy wires and anchors.

The new access roads and vegetation clearing for the 75-ft easement will cross approximately 940 lineal feet of state - FWW OR-34 and OR-38 - and federal wetlands. Wetland crossings will involve the installation of temporary wood mat structures and utilize fles-track or low ground pressure equipment.

The new poles will be brought to the location and installed using low ground pressure equipment. Multiple pole structrues will be assembled on the gound and installed as a unit. The poles will be lowered into the holes and the holes will be filled with clean gravel. Anchors for the guy wires will be auger driven into the soil.

There will be no impact to the bed or banks of the Mohawk River as new conductor will be strung across the river with crane booms and the equipment will be kept back from the banks.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Mar 24, 2011.
