Project Description:

Subdivision of a 23.5 acre property into 21 lots, of which 19 will be developed into single-family homes. The remaining 2 lots will be utilized for stormwater management facilities. The project will include the construction of new roadways and the installation of supporting infrastructure.

The proposed development will result in impacts to 0.38 acre of federally regulated wetlands, of which 0.18 acre is dominated by invasive species. To mitigate for the proposed wetland impacts, the applicant proposes to create 0.60 acre of forested/scrub-shrub wetlands from existing uplands and enhance 2.45 acres of existing wetlands by implementing an invasive species management plan. In addition to the proposed creation and enhancement activities, the applicant proposes to permanently protect approximately 10 acres of land, including the mitigation areas, remaining wetlands and approximately 3.6 acres of adjacent upland buffer areas.

The subject property is located off of Turner Lane in Loudonville.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Construction of a single family residence on lot No. 11 of the Chestnut Hills Subdivision will result in impacts to the state wetland adjacent and 0.01 acres of federal wetlands identified on the parcel. Impacts to the wetland adjacent area are associated with the construction of a portion of the house with additional impacts associated with clearing and grading activities to establish yard space. The wetland impacts are associated with the installation of a 50 foot long by 16-inch culvert crossing to provide driveway access to the home.
