Negative Declaration

Ontario County - The Town of Victor, as lead agency, has determined that the proposed Rezoning of Property on Victor Holcomb Road will not have a significant adverse environmental impact. The action involves the rezoning of a 57.8 acre property to allow the development of 24 detached (empty nest) patio homes, 96 townhouse units, and 2 senior citizen buildings with 10 beds each. The property is currently zoned Residential R-2 and will be rezoned to include 24.5 acres of R-2 Residential, 26.9 acres of Multiple Dwelling (MD), and 3.8 acres of Senior Citizen (S-C) zoning. The scope of this SEQR review will include the conceptual proposals for development despite the absence at this time of any formal applications for site plan or subdivision approval. The project is located on Victor Holcomb Road (State Route 444) in the Town of Vicotr, New York.

Orleans County - The Town of Carlton, as lead agency, has determined that the proposed Town of Carlton Watermain Extension will not have a significant adverse environmental impact. The action involves the installation of approximately 38,000 linear feet of 8-inch and 10-inch watermain (DR-18 PVC), as well as valves, hydrants and associated appurtenances. All improvements will take place within an existing Town-wide water district. The project is located along portions of Oak Orchard River Road, Marsh Creek Road, Transit Road, Lakeshore Road, and the Green Harbor Area (Yates-Carlton Town Line Road, Green Acres Drive, Harbor Drive, Cape Drive) in the Town of Carlton, New York.

Positive Declaration

Monroe County - The Town of Irondequoit, as lead agency, has determined that the proposed Hoover Road Telecommunications Site may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a special use permit by Verizon Wireless to construct and operate a 100 foot wireless telecommunications tower facility, with rooftop equipment and other associated ground improvements on the St. Paul Fire District site located in the R-1 Residential District. The project site is surronded primarily by attractive, single family homes, several schools and a nursery.

The existing 60 foot tall roof top mounted self-supporting tower will be replaced with a Bell Atlantic Mobile of Rochester L.P. (d/b/a Verizon Wireless) 100 foot monopole. Proposed improvements include the installation of a 11 foot x 7 foot x 20 foot telecommunications building on the roof, a natural gas emergency generator north of the proposed monopole and associated improvements. Fire Department antennas are to be transferred/mounted on the monopole.

The project is located at 433 Cooper Road in the Town of Irondequoit, New York.

Notice of Acceptance of Draft SEIS and Public Hearing

Genesee County - The Town of Alabama Town Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Alabama Ledge Wind Farm. A public hearing on the Draft SEIS will be held on March 17, 2011 at 7:00 p.m. at the Alabama Town Hall. Written comments on the Draft SEIS will be accepted by the contacts listed below until April 15, 2011. A copy of the DSEIS is available at the Alabama Town Hall, 2218 Judge Road, Oakfield, NY 14125, or on the applicant's website at http://www.horizonwindfarms.com/northeast-region/under-dev/alabama-ledge.htm.

The action involves the construction of up to 40 wind turbines and include associated components including meteorological towers, an operations and maintenance building, laydown yard, and substations. The project will require the construction of new access roads and involve improvements to existing public roads, and will include the placement of both overhead and underground electrical lines. The total power output of the project is not expected to exceed 79.8 megawatts (MW). The project is located in the southern portion of the Town of Alabama, New York and is generally bound by Macomber Road in the east, Route 77/63 to the west, the Alabama/ Pembroke town line to the south, and Ham Road to the north.
