Pursuant to Section 30-a of the Public Lands Law, the Office of General Services hereby gives notice to the following:

Notice is hereby given that the New York State Office of Mental Health has declared that 305 Clinton Street, located in the City of Binghamton and County of Broome, is no longer useful for State program purposes and has been declared abandoned to the Commissioner of General Services for sale or other disposition as unappropriated State land. This abandonment was approved February 10, 2011.

Negative Declaration

Onondaga County - The Town Board of the Town of Skaneateles, as lead agency, has determined that the proposed Adoption of Local Law 2011-1 will not have a significant adverse environmental impact. The action involves the adoption of Local Law 2011-1 entitled "A Local Law Amending the Town Code Relating to the Development of Existing Non-Conforming Lots". This local law establishes regulations to preserve and protect the water quality of Skaneateles Lake by ensuring that design flows of sewage disposal systems are not exceeded and limiting the construction of single family homes and accessory buildings located within 1,000 feet of the lake on existing non-conforming lots of less than 40,000 square feet. The project is located throughout the Town of Skaneateles, New York.

Oswego County - The Town of Hannibal, as lead agency, has determined that the proposed Water District #3 will not have a significant adverse environmental impact. The action involves the installation of approximately 113,500 linear feet of water distribution mains in local road rights-of-way, fire hydrants, main line valves, water service line and household water meters to serve proposed Water District #3. All main work will be in road right-of-way. The project is located along various State, County and Local Roads in the Town of Hannibal, New York.
