Negative Declaration

St. Lawrence County - The Town of Russell, as lead agency, has determined that the proposed Potable Water for the Hamlet of Russell will not have a significant adverse environmental impact. The action involves the installation of a potable water system for the Hamlet of Russell. The project consists of the installation of 8 inch cement lined ductile iron pipe, hydrants and appurtenances, 3/4 inch minimum copper service laterals, curb and corporation stops and new in house water meters. The project also includes the construction of a new standpipe type water storage tank. Water distribution main work will occur primarily within the previously disturbed road right of way. The proposed water storage tank will be constructed on lands currently and previously owned by the Town of Russell. The project is located in the Hamlet of Russell, Town of Russell, New York.
