Project Description:

The Department has made a tentative determination to approve this application to modify SPDES permit # NY-014 2549 for Dover Village Plaza & Country Squire Apartments to discharge up to 21,000 gallons of treated wastewater per day to Stone Church Brook, NYS Waters Index # Conn. 15-6, Class C(t). Permit NY-014 2549 currently authorizes subsurface discharges from Dover Village Plaza only. A draft SPDES permit, with DEC-proposed effluent limits and monitoring requirements, and a SPDES Fact Sheet are available for review at the DEC Region 3 headquarters in New Paltz. The permittee will be required to maintain records and report data to verify compliance with the SPDES permit conditions and discharge limits. The Dover Village Plaza is an existing commercial/retail complex and Country Squire Apartments is an existing apartment complex of 21 units with a proposed expansion of two buildings with an additional 17 units. Formation of a sewage disposal corporation formed and regulated pursuant to article 10 of the Transportation Corporations Law will be required prior to issuance of any permit. The applicant also proposes disturbance to approximately 20 linear feet of Stone Church Brook for construction of the sanitary system outfall and directional boring for force main to allow connection of the County Squire Apartment buildings.

Project Description:

The applicant proposes to construct two new arch culverts (Culverts A & B) with headwalls and wingwalls within an unnamed tributary to Masonic Creek (Class B) in conjunction with the construction of a 90-unit residential townhouse development, Golden Triangle, on a 92 + acre parcel. The project will fill 0.40 acre of federal regulated wetlands and will disturb 160 linear feet of the stream. Approximately 0.82 acre of new wetland has been constructed at the project site as mitigation. Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0109924), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This is a re-notice correcting the Notice of Intent to Modify published in the Environmental Notice Bulletin on 11/10/2010.

The Kerhonkson Wastewater Treatment Facility - Kerhonkson Sewer District has a design flow of 0.13 mgd. Treatment consists of activated sludge with oxidation and chlorination. Sludge is applied to drying beds and hauled to a permitted disposal facililty.

The following changes to the permit are proposed: - Interim limits have been removed and final permit limits apply. - Mercury Minimization Plan requirements have been added.
