Project Description:

The Department has made a tentative determination to issue a new 360 Solid Waste Management Permit for an anaerobic digester, located at the intersection of Stewart and Wolcott Roads, used for processing dairy cow manure, in order to add additional substrates to improve quantity and quality of gas to produce energy in a 285 hp Caterpillar engines that drives a 130 kW generator. Additional substrates include: fats, oils and greases from dairy, meat and food processors; and food processing waste. The applicant has requested a variance from property boundary survey requirements. As a tentative determination, the Department seeks comments prior to making a final decision. The file is available for review and comment at the NYSDEC Region 8 Avon office.

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0024651), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Village of Phelps Sewage Treatment Plant has a design flow of 0.304 mgd. Treatment consists of screening, primary settling, trickling filters, secondary clarifier, and aerobic digester. Sludge handling is by drying beds.

The following changes to the permit are proposed: - Permit pages have been updated throughout. - A mercury minimization program requirement is listed in footnote 2. - A Discharge Notification Requirement page has been added. - A revised monitoring page with a flow diagram has been added.

Project Description:

The applicant proposes the construction of four rock vanes and the installation of approximately 500 linear feet of supplemental rip rap bank protection in an effort to relocate the thalwag (fastest flow) channel and stabilize an eroding Chemung River bank located immediately downstream from the State Route 352 bridge. To maintain a "no net rise" in floodplain elevation approximately 12,000 cubic yards of gravel material will be removed from the river to offset the rock fill required for the construction of the rock vanes and bank stabilization.

Project Description:

The applicant proposes to impact approximately 10.3 acres of federally-regulated wetlands for the construction of a new 24-inch diameter natural gas transmission line in the towns of Caton and Corning, Steuben Co. The project will extend approximately 16 miles northward from the NY/PA state line. Approximately 1.9 and 4.6 acres of scrub-shrub and forested wetlands will be permanently impacted, respectively, and 3.8 acres of emergent wetlands will be temporarily impacted. To mitigate permanent wetland impacts, scrub-shrub wetlands will be restored at a 1:1 ratio on a site located in the Town of Catlin, Chemung County. Forested wetlands will be preserved at an amount and site to be determined in the same watershed as the project site. In addition an erosion & sediment control plan has been developed and will be implemented for the project. Other non-contiguous parts of the project include a 1.3-mile pipeline replacement in the town of Victor, Ontario Co. and a new interconnection with the Tennessee Gas Pipeline in the town of Canandaigua, Ontario Co. The project is also being reviewed by the Federal Energy Regulatory Commission (FERC) purusant to Docket No. CP10-493-000.
