Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 015 6299, DEC Identification #: 7-0332-00013/00002), of the Porter Hollow Road Sewer District pursuant to 6 NYCRR Part 750‑1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The most significant proposed changes to the permit are as follows: The pH limit has been changed from 6.0-9.0 to 6.5-8.5. A daily minimum limit of 7.0 mg/l has been added for Dissolved Oxygen. The limit for Nitrogen, Ammonia has been lowered from 2.0 mg/l to 0.33 mg/l. Monitoring requirements have been added for Ammonia, as N; Phosphorus, Total as P; Nitrogen, TKN (as N); Nitrate, as N; and Nitrite, as N.

Project Description:

The Department has made a tentative determination to renew this existing discharge permit and to modify it in accordance with the Environmental Benefit Permit Strategy system. The existing permit allows a discharge of treated sanitary wastewater to the Tioughnioga River. Proposed changes include stricter limits on discharges of chlorine and fecal coliform. New monitoring parameters are added for Nitrite, Nitrate, TKN, Total Nitrogen and Total Phosphorus per the Chesapeake Bay Watershed Strategy. The most significant proposed changes to the permit are as follows: 1.) Per permittee's request, outfall 01A has been renamed 001., 2.) Type 2 action levels for 1,1 dichloroethane, 1,2 transdichloroethene, and chloroethane have been lowered to 0.01 mg/l based on the 95% calculation. Action levels for 1,1 dichloroethene and cis 1,2 dichloroethene have been established at 0.01 mg/l., 3.) Copper limit has been lowered to 0.026 mg/l from 0.05 mg/l. This is a water quality based effluent limit., 4.) Iron limit has been raised to 1 mg/l from 0.3 mg/l due to a revision in the water quality standard for iron., 5.) Require development of a Best Management Practices Plan for the site.
