Project Description:

The project involves upgrades and modernization of the existing Land Port Of Entry on property owned by U.S. Customs and Border Protection located on the west side of Cannon Coners Road just south of the U.S. / Canada border. The project, which includes removal of the existing building, construction of a new two story building approximately 200 feet to the south and realignment of the county road, will involve construction in the 100 foot buffer area of a state regulated wetland.

Project Description:

The applicant proposes to construct a modified tied-arch center span structure at a temporary staging area at Velez Marina in Port Henry. Once constructed, the arch will be floated off site by barges to be installed as an integral part of the NYS DOT's Lake Champlain Bridge. The proposed site preparation for this temporary staging area includes the installation of driven sheet piles into the bed of Lake Champlain for two 100' x 50' barge slips, a level filled area, the construction of the 402'L x 42.5'W x 81'H network tied arch (used as the center span of the Lake Champlain Bridge replacement) and restoration of the site to Velez Marina's previously existing shoreline. The area of excavation for the two barge slips will be approx. 10,000 SF, with 4100 CY of removal to bring the barge slip elevations to 86'. A granular material will be placed on the bottom of the slips to stabilize as needed. Approximately 11,803 CY of temporary fill will be placed behind the sheets to level the area between the barge slips. Once the arch is floated into position, the temporary fill will be removed and the shoreline restored to original conditions with slight modifications as per agreement between Velez and Flatiron. The shoreline restoration work was previously permitted by DEC #5-1536-00012/00005. This project also required an approval from the Adirondack Park Agency (APA #2009-275III).
