Project Description:

The New York State Department of Environmental Conservation (DEC) has made a tentative determination to issue a permit modification to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 0027171) held by the Town of Ontario which discharges treated sanitary wastewater at an average rate of 1.0 million gallons per day to Bear Creek which discharges to Lake Ontario. The modification includes a raise in the copper effluent limit to 0.021 mg/L and a raise in the zinc effluent limit to 0.19 mg/L based on the one year study of Bear Creek which determined that Bear Creek maintains higher hardness levels than previoulsy assumed and the water quality limits for the two metals could be recalculated. The DEC has determined the proposed modifications are consistent with state water quality standards. The file is available for review and comment at the NYSDEC Region 8 office.

Project Description:

The Department has made a tentative determination to issue a modification to the SPDES permit held by R E Ginna Nuclear Power Plant LLC to discharge industrial effluent from the facility located on 1503 Lake Road. The modification includes the addition of 4 new stormwater outfalls to Deer Creek (007, 008 (groundwater or Deer Creek), 009 and 010) and associated monitoring requirements including a short term sampling study for mercury. Three of the outfalls were post-construction features, and one is a newly identified existing outfall. In addition, the submission of water treatment chemical forms by the applicant have resulted in the addition of a draft water quality based limit for hydrazine and an action level for boron to be added at outfall 001. Ammonia action levels were replaced by seasonal water quality based effluent limits and the copper discharge limit start date was extended by seven months for outfall 001. The previous zebra mussel control program condition is reinstated to allow 2 chlorine treatments. Based on previous Priority Pollutant study; a sampling program for Outfall 005 for Total Phenols has been added. Studies which have been completed have been removed from the permit including the Boron study for outfall 001 and the previous monitoring study for Outfall 005. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. The draft permit is available for review and comment at NYSDEC Region 8.
