Project Description:

The Department has made a tentative determination to issue a new discharge permit to allow up to 75,000 gallons per day of treated sanitary wastewater from the Tioga Downs Racino facility to the Susquehanna River. Currently, the facility is permitted to discharge to groundwater (leachfields) however the discharge has been exceeding permitted flows. The new wastewater treatment facility is designed to handle existing flows and increased flows from possible future facility expansion including a hotel. The State Environmental Quality Review addresses the current facility and the wastewater treatment plant development only. Environmental impacts from future expansion phases will be addressed by the Town in the future. The DEC SPDES application and project plans are available for review in the DEC Cortland Office.

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Project Description:

A NYSEG streambank stabilization project located approximately 580' east of State Route 34/96, and approximately 450' south of the Newfield/Ithaca town line in the Town of Newfield, Tompkins County. This project is intended to provide protection to NYSEG Utility Pole #94 that is now situated in Cayuga Inlet's main channel and is in imminent danger of collapsing, and to NYSEG Utility Pole #92 as a corrective action to prevent further bank erosion.

Stream disturbance at Pole # 94 will be approximately 25' of fill at exposed pole along west bank and approximately 215' of stream restoration at east side of bank. Stream disturbance at Pole # 92 will involve cutting approximately 60' of material to existing stream width at west bank, and used in approximately 60' of bank reconstruction along east bank to protect existing pole.
