Orleans County - The Town of Yates, as lead agency, has determined that the proposed Town of Yates Water District No. 4, Phase 10 will not have a significant adverse environmental impact. The action involves the extension of public water service within the Town of Yates Water District No. 4, Phase 10, including portions of Ward Road, Goodwin Road and Woodworth Road. The project will serve 15 residential properties and one business. Approximately 12,450 linear feet of watermain will be installed. In addition to the watermain, the project includes hydrants, valves, road crossings, excavation and bedding materials, watermain connections, residential hook-ups, and surface restoration. Residents in this area are dependent upon individual groundwater supplies that historically have produced very low yields of poor quality water. The project is located along portions of Ward Road, Goodwin Road and Woodworth Road in the Town of Yates, New York.

Notice of Acceptance of Draft SEIS and Public Hearing
Monroe County - County of Monroe, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Mill Seat Landfill - Soil Borrow Area. A public hearing on the Draft SEIS will be held on February 24, 2011 at 7:00 p.m. at the Riga Town Hall, 6460 East Buffalo Road, Churchville, NY 14428. Project representatives and information displays will be available from 6:00 p.m. to 7:00 p.m. to provide details of the prioject to interested parties. Written comments on the Draft SEIS will be accepted until March 7, 2011. A hard copy of the Draft SEIS is available at the following locations:

The action involves a proposal by Monroe County to construct and operate two (2) soil borrow areas of approximately twenty (20) acres and forty two (42) acres in size, which will provide on-site soils for operation of the currently permitted Mill Seat Landfill, and would include related facilities such as roads, berms and stormwater control measures. The two (2) soil borrow areas and related facilities will be located on approximately sixty two (62) acres located just south of and adjacent to the Mill Seat Landfill footprint. A modification to the existing 6 NYCRR Part 360, Solid Waste Management Permit for the Mill Seat Landfill will be required from the New York State Department of Environmental Conservation (NYS DEC) in order to implement this project.

Notice of Acceptance of Final GEIS
Monroe County - The Town of Penfield Town Board, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Town of Penfield 2010 Comprehensive Plan. Copies of the Final GEIS are available for review at the Penfield Town Hall, 3100 Atlantic Avenue, Penfield, New York 14526; the Penfield Public Library, 1985 Baird Road, Penfield, New York 14526, and the Penfield Town website: http://www.penfield.org/media/dpt_planning_CompPlan_FGEIS_01.19.11.pdf.
The action involves the adoption of the Town of Penfield 2010 Comprehensive Plan. The 2010 Comprehensive Plan identifies and analyzes anticipated growth and land use changes and provides recommendations for additional regulations and guidelines to properly manage said growth and land use changes throughout the community. The project is located throughout the Town of Penfield, New York.
