Negative Declaration

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for - Norse Energy Corporation USA, Gunther 1H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling a natural gas well located within Chenango County Agricultural District 3. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 134,850 square feet or approximately 3.1 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 49,080 square feet or approximately 1.1 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 4,300 feet north of the intersection of Cole Road and County Road 21 in the Town of Smyrna, New York.

Onodaga County - The Onondaga County Department of Parks and Recreation, as lead agency, has determined that the proposed Logging on the County Owned Highland Forest will not have a significant adverse environmental impact. The action involves the commercial thinning of 122 acres in the Highland Forest Park, removal of 930 timber grade trees, 913 low grade (cord wood) trees and culling of 799 trees. The existing main skid trails are to be used. Use of any other trails is only as permitted by the county and any damage to trails must be restored. No logging will occur during excessively muddy conditions as determined by the county. Logger must comply with all applicable codes, ordinances and regulations. The area to be thinned contains approximatley 34,000 trees. The project is located on Highland Forest Park Road in the Town of Fabius, New York.
