The City of New York Department of Sanitation Announces Annual Consent Order Meeting Regarding Fresh Kills Landfill
The City of New York Department of Sanitation (DSNY) will hold its annual public meeting regarding the Fresh Kills Landfill on Tuesday, February 15, 2011 beginning at 7:00 p.m. at Staten Island Borough Hall, first floor conference room (Room 122), located at 10 Richmond Terrace in Staten Island, NY 10301. Please use the Stuyvesant Place entrance. The meeting will provide information on the following:
• Fresh Kills Landfill Consent Order Milestones
• An overview of landfill closure and post-closure plans
Members of the public will have an opportunity to speak, and representatives of DSNY will be available to answer questions.

New York County (Manhattan) - The New York City Planning Commission, as lead agency, has determined that the proposed Lower Manhattan Arcades Text Amendment will not have a significant adverse environmental impact. The action involves a proposed zoning text amendment which would allow public moveable tables and chairs, and café seating in existing arcades, through block arcades, and open areas between the building and the street line which would otherwise not permit tables and chairs. This would be applicable to buildings located along or nearby Water Street. The text amendment would allow the currently underutilized arcade areas to become public areas with seating, providing an amenity to both visitors and existing commercial tenants and retails. This would not result in any construction activity or alteration of existing building or induce new development. The area affected by the proposed text amendment is 23 blocks bounded by Fulton Street, South Street, Whitehall Street and Pearl Street. This area is located in the Special Lower Manhattan (LM) Zoning District located within C5-3, C5-5, C6-4, C6-9 zoning districts, in the borough of Manhattan, Community District 1, New York. There are two (2) individual designated landmarks in the directly affected area along with the Fraunces Tavern Block Historic District. Within a 400 foot radius, there are numerous individual designated landmarks and also the South Street Seaport Historic District and Stone Street Historic District.

Positive Declaration and Public Scoping
Kings County (Brooklyn) - The New York City Deputy Mayor for Economic Development, as lead agency, has determined that the proposed Four Sparrows Retail Center at Mill Basin may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the proposed development of an approximately 15 acre retail center that would contain a 110,000 square foot retail automotive sales and service center, a 45,000 square foot existing Toys 'R' Us toy store and an up to approximately 138,000 square foot commercial retail development which would be known as the Four Sparrow Retail Center at Mill Basin. The project which would include approximately 820 accessory parking spaces would be located on currently under utilized City-owned land fronting on Flatbush Avenue between the Belt Parkway interchange and about 0.5 miles south of Avenue U. The project would also include the mapping of the 46 acre Four Sparrows Marsh as City parkland and the creation of an approximately 400 foot public trail. The project requires approvals from the New York City Planning Commission, the Brooklyn Borough Board, the New York City Office of the Mayor, New York City Department of Transportation, New York City Department of Environmental Protection, New York State Department of Environmental Conservation, and the U.S. Army Corps of Engineers.
Due to the weather emergency declared by the City on Tuesday, January 11, 2011, the Public Scoping meeting for the project to be held on that date was postponed. The re-scheduled meeting will be held on February 17, 2011 at 7:00 p.m. at the Kings Plaza Community Room, 5100 Kings Plaza, Brooklyn, New York. Please note that the comment period has also been extended until 5:00 p.m. on Monday, February 28, 2011.
The project is located 2875 Flatbush Avenue in Brookyn, New York.
