Project Description:

The permittee has requested a modification of the facility's existing SPDES General Permit. The existing general permit is for a design flow of 9,500 gallons per day (gpd) of treated sanitary wastewater from subsurface sanitary systems to groundwater via existing outfalls 001 and 002. The SPDES permit modification is for an additional flow of 18,400 gpd of treated sanitary wastewater from an activated sludge plant and a subsurface sanitary system to groundwater, class GA through a new outfall 003. An individual SPDES permit has been drafted by DEC to replace the existing general SPDES permit because the proposed combined design flow exceeds 10,000 gpd. The facility is located in the Delaware River Basin Commission (DRBC) area and is subject to the rules and regulations of the commission. DRBC has provided the Department with effluent limitation requirements for the proposed discharge through outfall 003. Existing outfalls 001 and 002 were not covered under these effluent limitations. The facility is considered a non-significant minor PCI facility, Discharge Class 02. The submission of a monthly Wastewater Facility Operation Report is required. Based upon the review of the NYSDEC Application Form D, NYS water quality standards and DRBC effluent limitations, a SPDES permit has been drafted with the following changes: Draft Permit Pages: The existing SPDES General permit has been replaced with an individual SPDES permit; Permit pages and conditions reflect current Department guidance, format and nomenclature; Updated permit pages and conditions reflect current Department guidance, format and nomenclature; Permit pages and conditions have been renumbered and reordered. Draft Permit Limits, Levels and Monitoring: A new outfall 003 has been added to the permit; Use of a recorder for continuous flow monitoring has been added to the permit; the footnotes for the Permit Limits, Levels and Monitoring pages have been updated and reordered; Influent monitoring of CBOD5, TSS, Total Dissolved Solids, Dissolved Oxygen, Ammonia Nitrogen, Phosphorus, Nitrate, Nitrite, pH and Fecal Coliform have been added. Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0109061), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to renew the SPDES permit.

The Rosendale Wastewater Treatment facility has a design flow of 0.10 mgd. Treatment consists of screening, aeration, final settling and chlorination. Sludge is pumped to the digester and pressed and hauled to a landfill. The facility has surface discharge to the Rondout Creek, a class B water.

The following changes to the permit are proposed: A requirement to develop a Mercury Minimization Plan has been added. A monitoring locations page has been added. The disinfection page has been changed. A short term high intensity monitoring program for parameters has been added.
