Rensselaer County - The Town of East Greenbush Planning Board, as lead agency, has determined that the proposed Thompson Way Subdivision will not have a significant adverse environmental impact. The subject property is 19.83 ± acres located on both sides of Thompson Hill Road. The west side consists of 7.5 ± acres. The east side consists of 12.3 ± acres. The east parcel contains two dwellings used for business operations and a cellular tower on a leased area of the property. The remainder of the property is undeveloped, consisting of woods, brush, and meadow. Proposed impacts relate only to the new development, and not to the existing operations.
The Project will subdivide the west parcel into eleven (11) single family lots, with frontage and access from Thompson Hill Road. The construction of four (4) Twin Townhome buildings will occupy eight (8) of the single family lots. The west parcel will be subdivided into twelve (12) lots, comprised of six (6) Twin Townhome buildings. Each of the Townhome buildings will consist of two Townhomes, with a zero setback lot line through the Townhome common wall. Each Townhome lot will be a minimum of 7,700 square feet, with a 30 feet minimum separation between buildings. The remaining two (2) lots will be comprised of the two existing dwellings, the cellular tower, and a lot for common open space.
All lots will front directly onto Thompson Hill Road. Utilities (water, gas and electric) will be extended from Thompson Hill Road. A gravity sanitary sewer will be constructed on Thompson Hill Road and along Route 4, and connect into the Town system north of Thompson Hill Road.
The project is located at 76 Thompson Hill Road in the Town of East Greenbush, New York.

Albany County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has accepted a Final Environmental Impact Statement on the proposed Albany Energy LLC, Gas to Energy Facility located at Rapp Road Landfill. The action involves the construction and operation of a gas-to-energy facility located on the grounds of the City of Albany Landfill. The facility is designed to recover methane gas generated from the landfill and use it as fuel to operate four lean burn internal combustion engines that will produce electricity. The engines will be housed inside a building on the landfill property and the methane gas will be piped directly from the landfill's gas collection system to the generators. This proposed facility is being designed to beneficially use methane gas that is currently being burned-off through a flare at the landfill.
The potential impacts associated with this action and addressed in the Draft EIS/Final EIS involve air emissions from the generating engines, traffic; visual impacts; wildlife habitat impacts, noise; and odors.
