Negative Declaration

Ulster County - The Town of Ulster Town Board, as lead agency, has determined that the proposed Glenerie Water District Potable Water Storage Tank will not have a significant adverse environmental impact. The action involves the construction of a 120,000 gallon potable water storage tank to be situated on property now or formerly owned by Mr. Salvatore Culoso. The project is located within the Glenerie Water District in the Town of Ulster, New York.

Ulster County - The Town of Ulster Town Board, as lead agency, has determined that the proposed East Kingston Water District Potable Water Storage Tank will not have a significant adverse environmental impact. The action involves the construction of a 139,000 gallon potable water storage tank with a diameter of 25 feet and height of 45 feet to be situated on property now or formerly owned by Kingston Landing Development, LLC. The project is located in the southern end of the East Kingston Water District in the Town of Ulster, New York.

Positive Declaration

Ulster County - The Town of New Paltz Planning Board, as lead agency, has determined that the proposed Park Point New Paltz Housing may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the development of a 210 unit residential development consisting of 20 residential buildings on 50 acres of land for use by State University of New York (SUNY) at New Paltz students and SUNY New Paltz faculty on land currently zoned as R-V (variable density) and R-1 residential. The proposed action will disturb approximately 25.5 acres of abandoned orchard lands, 4.3 acres of active orchard land and 1.5 acres of wooded land to create approximately 8.3 acres of roads, buildings and other paved surfaces, and to create 18.7 acres of lawn, buffer areas and open space. The Applicant would construct and operate a private on-site sewage collection, treatment and disposal system and water service will be provided by an extension of a Town Water District that is supplied by the Village of New Paltz water supply system.

The combined 50 acre site includes approximately 10.7 acres of federally regulated wetland that would not be disturbed, as two road crossings have previously obtained post development plan approval and were constructed. The proposed development is planned to be constructed in 2 phases over a period of approximately 2 + years. The Applicant has applied to the Town of New Paltz for a Subdivision approval, a Site Plan approval and a Planned Unit Development (PUD) zoning approval for this proposed action. The Applicant would subdivide 8 acres from the adjacent property to the south to be combined with their 42 acre parcel to form the 50 acre site. Both parcels are within an Ulster County Agricultural District.

The project is located on NYS Route 32 South (South Manheim Road) in the Town of New Paltz, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Westchester County - The City of Yonkers Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Buena Vista Avenue Teutonia Development. A public hearing on the Draft EIS will be held on January 26, 2011 at 7:00 p.m. at the Yonkers City Hall, City Council Chambers, 4th Floor, Yonkers, NY. Written comments on the Draft EIS will be accepted until February 14, 2011. The Draft EIS is available for review in the City of Yonkers Planning Bureau Offices, 87 Nepperhan Avenue, Suite 320, Yonkers, NY 10701; Yonkers Public Library Riverfront Branch, Larkin Plaza, Yonkers NY 10701; Yonkers Public Library Grinton I. The action involves a mixed use development of 412 new dwelling units, mechanical parking garage and rooftop hydroponic garden adjoining the existing 40 unit trolley barn development. The Trolley Barn building, previously converted to loft residential-live-work units, is a National Register of Historic Places site. The new 412 units are proposed to be contained in a 25 story residential building.

The other significant element of the development is the proposed dismantling of the Teutonia Hall façade, a building of local historic interest, and the placement of the façade elsewhere on the site.

Additionally the project includes the rehabilitation of two frame dwellings on the east side of Buena Vista Avenue into multi-family structures. These dwellings are proposed for historic preservation quality rehabilitation.

Other factors in the project include the brown field clean up of the site.

The project is located at 92 Main Street, 41 - 65 and 66 - 72 Buena Vista Avenue in the City of Yonkers, New York.
