Project Description:

The Department has made a tentative determination to issue a modification to the SPDES permit held by Summit Lubricants Inc. to discharge treated stormwater and non-contact cooling water through various outfalls from the existing Summit Lubricants plant located on 4080 Pearl Street and stormwater from the new adjacent specialty lubricant manufacturing plant located at 4D Treadeasy, to a drainage/storm sewer ultimately to a tributary of Tonawanda Creek. The modification includes the addition of stormwater outfalls (outfalls 003, 004, 005, 006) at the Treadeasy plant and associated monitoring and action levels; for outfall 001, the addition of zinc monitoring to outfall 001, to address facility usage of zinc, and lower action levels for several parameters; for outfall 002, the addition of zinc, benzene, toluene ethylbenzene, and total xylenes and WTC requirements; and visual monitoring requirements for oil and floatables prior to discharge.

As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision. The file is available for review and comment at NYSDEC Region 8 Headquarters.

Project Description:

The Town of Riga has created the Riga Water Improvement Area No. 1, Contract 1, which is within the retail service area of the Monroe County Water Authority. The town proposed to serve residences along West Side Drive, McIntosh, Kendall, Bangs and Leibeck Roads. The project includes the installation of 24,645 Linear Feet of 6-10 inch water main and appurtenances. The project involves crossing of Black and Mill Creeks and tribs and within the 100-foot adjacent area of regulated wetlands CH-5 at Kendall Rd and RG-17 at Leibeck and Washington Rds. Appropriate sedimentation and erosion controls will be employed to avoid contravention of water quality standards. The Department has made a tentative determination to approve this application. The Department is seeking public comment prior to making a final decision on permit issuance. The file is available for review at NYSDEC Region 8.

Project Description:

The Eastman Kodak Company (Kodak) proposes to take up to 130,000 gallons per day (gpd) total including 50,000 gpd from the Monroe County Water Authority distribution system whose source is Lake Ontario, and the 80,000 gpd from the City of Rochester distribution system whose source of water is Hemlock Lake and Canadice Lake, via Kodak's existing internal drinking water distribution system, to continue to supply potable water to serve Kodak Buildings and non-Kodak Buildings within the Eastman Business Park (EBP) which is located within the Town of Greece and City of Rochester in Monroe County, specifically Sections EBP-E, W, X, & M. The EBP-M is bounded by I-390 and Latona, Ridgeway Ave, Ridge Road West, and Mt. Read Blvd. EBP-X and W are bounded by West Ridge Road, Mt. Read Blvd, Wheatland and Rand Street to the south, and Dewey Ave. EBP-E includes 3 parcels south of Ridge Road west; the area bounded by Ridge Road west, Merrill Street, Lake Ave, Maplewood and Redwood; and two parcels east of Lake Avenue and Maplewood including the Kings Landing WWTP site which borders on the Genesee River. The project will not include any major construction work because the water lines are existing. The application file, including the proposed district map and water supply application, is available for review and comment at the NYS DEC Region 8 Avon office.
