Project Description:

Re-issuance of the City of Oneida's Mosquito Control Program for work in or within 100' adjacent area of wetlands ON-8, ON-11 and ON-13. Three phases: (1) Phase 1: Larviciding - Ground Spray: Application of the pesticide Altosid Liquid Larvicide by liquid power gun mounted on a pick-up truck augmented by man-portable backpacks and wands. The agent will be applied at the recommended rate of 4 ounces per acre along road side ditches. (2) Phase 2: Larviciding - Storm System: Application of one Altosid XR Extended Residual Briquet to each of the City's +/- 2,000 urban area storm water drainage inlets (DI). Storm water discharges to the Oneida Creek. None of the DI's are located near or discharge to wetlands. (3) Phase 3: Adulticiding - Ground Spraying: Application by ultra low volume (ULV) sprayer of the pesticide Scourge at the recommended undiluted application rate of 3 ounces per acre along various roads.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Oneida City Council

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Feb 03, 2011.

Project Description:

The applicant proposes approximately 710' of stream restoration along Cayuga Inlet to reestablish streambed elevation, provide stream bank stabilization, and restore cover over exposed Enterprise Products Company, LLC liquefied propane pipeline where it crosses Cayuga Inlet. The project is located approximately 400' east of State Route 34 and approximately 2500' north of Blakeslee Hill Road, in the Town of Newfield, Tompkins County.
