Project Description:

Approximately 154' of a deteriorated concrete bulkhead will be removed and replaced with medium stone rip rap. An existing concrete boat ramp will be removed. A 15'x45' push slab concrete boat ramp will be installed in a new location involving some excavation and regrading. Medium stone rip rap will be added surrounding the new boat ramp. A 6'x48' floating dock will be installed adjacent to the new boat ramp.

Project Description:

The Department has received a request for a Title V Air Permit Renewal for the purpose of operating air pollution sources and has drafted, pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a Title V Renewal #2, for the facility which is located at Tyco Healthcare Group, in the Town of Augusta, in Oneida County, in the State of New York. The exact location is 130 South Main Street in Oriskany Falls, NY. This facility is engaged in the manufacture of specialized ointments and bandages for use in the medical industry. The Standard Industrial Classification representative of this facility is 2299 (Textile Goods), 3841 (Surgical & Medical Products) and 3842 (Surgical Appliances & Supplies). The main source of air emissions originates from web-fabric surface coating operations, a fuel oil-fired boiler and from the formation of flexible polyurethane foam. With respect to air pollution regulation, the emissions of concern at Tyco are VOC, HAP and particulate matter. The facility has elected to cap both VOC and HAP emissions below the Major Source Threshold. Tyco is subject to 40 CFR 63-Subpart III as they create flexible polyurethane foam at a major source. This facility has added an air pollution control device (thermal oxidizer) as required by 6 NYCRR 228.

The draft permit with all conditions is available for review in the Region 6 NYSDEC sub-office in Utica, NY.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

Add approximately 100' of stone rip rap to control erosion on the shoreline. Extend a timber break wall by 32' following the shoreline to prevent continued erosion. Repair an existing stone breakwater by relocating large stones that have fallen into the docking area back onto the breakwater. Construct a 28' timber break wall behind existing stone rip rap.
