Negative Declaration

Westchester County - The Town of Greenburgh Town Board, as lead agency, has determined that the proposed Greenburgh Health Center Amended Special Permit, Amended Site Plan, Area Variance and Planning Board Steep Slope Permit will not have a significant adverse environmental impact. The action involves a special permit and all related applications for the demolition of existing on-site buildings and construction of a new two and ½ story, approximately 34,000 square foot, medical office building together with related parking, access, infrastructure and landscaping. The applicant proposes 2,671 square feet of disturbance on 25-35% slopes (Very Steep Slopes). The applicant proposes the removal of seventy-three (73) trees. A prior Planning Board Steep Slope Permit (PB 03-05) expired on or about July 3, 2008, and a prior Tree Removal Permit expired on or about May 26, 2009. The applicant received site plan approval (PB 03-05) from the Planning Board on July 3, 2007. A two (2) year site plan approval extension from the Planning Board was granted on June 17, 2009. The project also requires granted area variances from the Zoning Board of Appeals and an amendment to a condition of the existing special permit from the Town Board. Area variances from the Zoning Board of Appeals (ZBA 04-15) were granted on July 20, 2006, but expired. The applicant initially received special permit approval (TB 05-04) from the Town Board on February 8, 2006 and an amended special permit approval from the Town Board on June 5, 2007. The applicant does not propose any changes to the existing Planning Board, Zoning Board and Town Board approvals except for the proposed amended condition pertaining to the construction of the sidewalk from the site to Route 119. The subject site is located in the Limited Office Building District (LOB). The project is located at 295 Knollwood Road situated on the east side of Knollwood Road approximately 410 feet from the intersection of Tarrytown Road (Route 119) in the Town of Greenburgh, New York.
