Project Description:

The applicant proposes to add approximately 9.4 acres to the life of mine limits for the purpose of mining sand and gravel, and to eliminate approximately 2 acres previously permitted for mining at the facility, for a total of 15.25 acres permitted for mining out of 47.5 acres owned by the applicant at this location. No changes to the current mining methods and material processing are proposed. The previously permitted reclamation plan was for a wooded habitat. The revised reclamation objective is for approximately 8 acres of agricultural land, with the remainder reclaimed to meadow. The mining site is located at the facility location listed above.

Project Description:

The Department has prepared a draft SPDES permit (NY0103128) and made a tentative determination to approve the permit renewal for an existing surface water discharge of up to 11,200 gallons per day (gpd) of treated sanitary wastewater from an on-site wastewater treatment system (Outfall 001) serving the campground. The applicant also proposes to modify the permit to add Outfall 002 for a proposed absorption field for the water treatment system backwash subsurface discharge with a design flow of 600 gpd. The discharges are to Doty Creek with a Class and Standard of C. The facility is located at 8001 Route 5 in the Town of Westfield. The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought.
