Project Description:

The applicant proposes a new, surface unconsolidated 10.37 acre (8.59 acre actual excavation area) clay mine. The site is part of a 154.4 acre parcel owned by Roswell Beeman and is located approximately 600 feet west of Rapids Road and 0.75 miles north of McCrea Road. The maximum excavation depth will be 20 feet below existing grade. The applicant anticipates the total life of mine time period to be five years, including the reclamation phase. Concurrent reclamation will occur, with final reclamation consisting of graded side slopes (2 horizontal to 1 vertical) and seeding/mulching to establish grass cover.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The applicant proposes to expand an existing 25-acre LOM sand and gravel mine by an additional 28.9 acres, for a total 53.9-acre LOM, with 25 acres to be affected over the next 5-year permit term. The extraction of sand and gravel will include material processing by screening and washing. The average truck trips per day will be 35-40, with a maximum of 105. The proposed hours of operation are Monday through Friday, 7:30 AM - 5:00 PM, Saturday 8:00 - 2:00 PM, with no Sundays or Legal Holidays. The mining will progress northward, in four phases over a 40-year period, with concurrent reclamation. The affected land will be reclaimed to native grassland, with intermixed tree seedlings, and slopes no steeper than 1.5H:1V. The site is located on lands owned by Daniel Stiles, on South Bay Road, approx 5 miles north of Fort Ann. The application is also under review by the Adirondack Park Agency (APA #2009-210).
