Project Description:

The applicant proposes an existing discharge of 115,000 GPD of untreated wastewater consisting of second rinse and filter backwash, to groundwater at the applicant's facility located at 225 Marcus Blvd., Hauppauge. The applicant plans to operate a filter membrane manufacturing plant. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for, or endorsement of, the activity for which a permit is sought or for the overall proposed project. Refer to this application by application number listed above and SPDES number NY0108154. The proposed discharge is located within an area designated as a sole source aquifer. The following water purveyor has been identified as having service areas located within a 3-mile radius of the applicant's facility: Suffolk County Water Authority, Greenlawn and Dix Hills Water Districts.

The applicant proposes to demolish an existing dwelling, abandon an existing septic system and construct a new dwelling with deck, septic system, and driveway. A portion of the proposed new dwelling is located within the 100 foot adjacent area of a NYS regulated freshwater wetland (Marion Lake, FWW# GP-1). The house will be located within 71 feet of the freshwater wetland boundary and clearing activities will occur within 50 feet of the freshwater wetland boundary. The applicant also proposes to construct a set of stairs down the bank leading to a 3' by 44' catwalk with stairs at the seaward end to access the Lake.
