Project Description:

The applicant, New York State Department of Transportation, proposes to reconstruct and reconfigure the interchange ramps at Exit 122 on NYS Route 17, Town of Wallkill, Orange County. The new interchange ramps will connect with the relocated sections of East Main Street and Crystal Run Road.

The bridge currently carrying Crystal Run Road over NYS Route 17 will be removed. Four new bridges will be constructed, including two new bridges to carry the realigned East Main Street over Phillipsburg Creek (Class Ct), and to carry the extended East Main Street over NYS Route 17. Philipsburg Creek will be realigned, and the culvert carrying Phillipsburg Creek under the mainline of NYS Route 17 will be replaced with a new, four-sided, embedded culvert. The proposed project will result in a total of 728 linear feet of impact to Phillipsburg Creek.

The proposed project also includes the widening of both sides of NYS Route 17 Bridge over the Wallkill River (Class B) to accommodate the proposed new ramp and deceleration lanes, and the construction of a canoe launch. The proposed work will result in a total of 305 linear feet of impact to the bed and banks of the Wallkill River. A total of 3.7 acres of wetlands will be impacted by the proposed project, including 2.88 acres of jurisdictional Federal wetlands and 0.82 acres of non-jurisdictional, isolated wetlands. No NYS regulated freshwater wetlands will be impacted by the project.

State Environmental Quality Review (SEQR) Determination:

A draft environmental impact statement has been prepared on this project and is on file.

SEQR Lead Agency: NYS Dept of Transportation

State Historic Preservation Act (SHPA) Determination:

Based on the information provided in cultural resources survey reports for this project, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. Measures have been undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These agreed upon measures conclude the SHPA review.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jan 06, 2011.
