Project Description:

Dredge an approximately 40' wide by 100' long area around an existing 80' long dock. Dredge an approach channel to the dock, approximately 20' wide by 50' long. Also, dredge a 30'x10' area around an additional existing dock. All areas will be dredged approximately one foot deep. Dredge spoils will be deposited and stabilized on site at an upland location.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Dec 30, 2010.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0103390), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

Potsdam Specialty Paper Inc produces unsaturated and latex saturated pressure sensitive tape base, wallpaper base, medical packaging base and saturated and unsaturated converting base papers. Treatment of the process wastewater includes physical and physical treatment. Chemicals are fed into flocculation and settling tanks where sludge is passed through air drier. The dried sludge is taken or landfill. The facility has surface discharge to the Raquette River, a class B water. The following changes to the permit are proposed: - Permittee and facility information has been updated according to current information. - A definition of permit limits, levels and monitoring page has been updated. - Permit limits, levels and monitoring for parameters have been updated. - Quarterly Whole Effluent Toxicity (WET) testing has been added for a period of one year for each permit period. - Footnote #4 has been added to instruct WET testing. - The Discharge Notification Requirements page has been replaced by a single paragraph. - A Schedule of Compliance has been added. - Water Treatment Chemical requirements have been added. - Industrial Best Management Practices has been updated. - Monitoring locations diagram has been updated. - Water flow diagram has been added.
