Project Description:

The Department has made a tentative determination to approve this application for a new permit for a proposed discharge of up to 972,000 gallons per day of treated groundwater and treated dredge operations decant water into Newtown Creek (Class SD) and the East River (Class I) via 4 discharge points from treatment systems consisting of Two Liquid Phase Granular Active Carbon (GAC) Filters, Oil/Water Separator Systems, Combination Settling Tank/Clarifier with Removable Settling Tube Media, Air Stripping System and Multi-Bag Filters at the applicant's project site at and in Newtown Creek in Kings County where the applicant proposes to conduct maintenance dredging, construct a new sludge loading dock and demolish an existing sludge storage tank.

Project Description:

In Kings County, at the above address, expand the site of an existing, out-of-doors 38,800 square foot Construction and Demolition Debris (C&D) Processing Facility to two adjacent parcels east of the current site, and construct and operate a new 85,500 square foot C&D Processing Facility. The facility is currently operating under a Consent Order. The facility currently directs treated runoff to the local storm sewer. In the new facility, all stormwater that comes in contact with C&D would be treated and discharged to the local sanitary sewer; other stormwater would be treated and directed to the local storm sewer. The new facility would add a truck scale, an off-street truck queuing area, an equipment maintenance building, an expanded dust misting system, and additional area to store and process C&D. The facilitys currently authorized throughput capacity of 1,875 tons per day would remain unchanged; its current storage capacity of 2,500 CY would increase to 3,230 CY.

Project Description:

The applicant, as a requirement of its existing SPDES permit, is constructing a fish return system at the facility. The facility is in the process of installing a traveling screen system to reduce the amount of aquatic organisms drawn into the plant. To reduce the mortality of fish recovered off the screens the fish return system is being installed to return the fish directly to the Arthur Kill rather than through the discharge tunnel. A new outfall will be constructed as part of the fish return system. There will not be an overall increase of water discharged from the facility.

Project Description:

The applicant proposes to remove two existing overhead electric distribution circuits and construct two new subsurface electric distribution feeders. To install the cables a trench approximately 18 inches wide and 3,400 linear feet long will be excavated and eight excavations 13 feet by 6 feet by 7 feet will be required to install manholes. Portions of the proposed work are located within the adjacent area of NYSDEC regulated Class II Freshwater Wetlands AR-47 (ConEd), AR-49 (Sawmill Creek) and AR-54 (Neck Creek). Portions of the proposed work is also located within NYSDEC regulated tidal wetlands adjacent areas. The project site is located within the right-of-way approximately 20 feet west of New York State Route 440 between South Avenue and Victory Boulevard.
