Positive Declaration and Notice of Acceptance of Draft GEIS and Public Hearing
Ontario County - The Ontario County Board of Supervisors, as lead agency, has determined that the proposed New Ontario County Emergency Radio Communications System may have a significant adverse impact on the environment and a Draft Generic Environmental Impact Statement has been accepted. A public hearing on the Draft GEIS will be held on January 6, 2011 at 4:00 p.m. at the Supervisors' Session Room, 3rd Floor, Ontario County Courthouse, 27 North Main Street, Canandaigua, NY 14424. Written comments on the Draft GEIS will be accepted until January 21, 2011. Copies of the Draft GEIS prepared for this project may be viewed in the Office of the Clerk of the Ontario County Board of Supervisors during regular business hours which are 8:30 a.m. through 5:00 p.m., Monday through Friday, or on the internet at: www.co.ontario.ny.us/planning/acrobat/eis/radio_dgeis.pdf. The Office of the Clerk of the Ontario County Board of Supervisors is located on the mezzanine level of the Ontario County Municipal Building at 20 Ontario St, Canandaigua, NY 14424 and may be contacted by telephone at (585) 396-4447.
The action involves the construction or modification of communications towers, equipment shelters, electric and other utility service, driveways, fencing and other site improvements, installation of 700 and 800 MHz, UHF, and VHF band radio base stations, antennas, and microwave dishes at 14 to 16 sites throughout Ontario County service area. As part of the project Ontario County will be replacing its existing mobile radios in sheriff, county highway department, and emergency management vehicles and the portable radios assigned to personnel in these same departments. New Radio communication consoles will also be purchased and installed at the new 9-1-1 Center at 74 Ontario S1., Canandaigua, NY 14424 and at the backup 9-1-1 Center at the Ontario County Safety Training Facility at 2914 County Road 48 in the Town of Hopewell. At least one communication tower site is proposed for the Town of Italy in Yates County and another in the Town of Springwater in Livingston County. The Draft GEIS combines the review elements common to every site and establishes uniform guidelines for site selection and thresholds for site development which result in impacts that are outweighed by the public safety need to provide clear communications between emergency services and the County 9-1-1 Center. The Draft GEIS also contains the rationale for immunity from local zoning laws where the public safety needs of the project cannot be met by strict adherence to local zoning requirements. The project is located throughout Ontario County, New York.
