Project Description:
The applicant proposes to install a wireless communications facility consisting of a 120 foot high monopole designed as a flagpole structure on an 8 foot by 8 foot concrete pad for related equipment cabinets. The facility would occupy an approximately 108 square foot site within an existing landscaped area between two one-story commercial buildings in the existing Woodrow Plaza shopping center. The project site is within the adjacent area of of NYSDEC regulated Class 1 Freshwater Wetland AR10 (Lemon Creek) and is located on the east side of Rossville Avenue between Mason Boulevard and Woodrow Road, Staten Island, Block 6145, Lots 40 & 300.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action. Mitigation measure required by the Lead Agency will modify the proposed action so that no significant adverse environmental impacts will result. A conditioned Negative Declaration is on file.
SEQR Lead Agency: NYC Dept of City Planning
State Historic Preservation Act (SHPA) Determination:
A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Jan 07, 2011.
