Draft Negative Declaration

Ulster County - Ulster County, New York State Department of Environmental Conservation (NYS DEC) and New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP) as co-lead agencies, have determined that the proposed Adoption of the Northern Shawangunks Fire Management Plan will not have a significant adverse environmental impact. Two public informational meetings are being held to present the draft plan and receive public comments as follows:

December 20th:
NYS DEC Region 3 Office, 21 South Putt Corners Road, New Paltz, NY
December 21st: Napanoch Fire House, Main Street, Napanoch, NY
Both meetings begin at 6:30 p.m.

Draft Negative Declaration Public Comment Period ends January 14, 2011.

The draft Northern Shawangunks Fire Management Plan sets forth goals, objectives, and management actions to address the need for a more proactive approach to fire management in the northern Shawangunks. This plan has been developed to describe and guide actions to be implemented by major land managers along the northern Shawangunks, including NYS DEC, NYS OPRHP, Palisades Interstate Park Commission (PIPC), The Nature Conservancy (TNC) and Mohonk Preserve. The majority of the proposed actions will occur on lands managed by these organizations including Minnewaska State Park Preserve, Sam's Point Preserve, Mohonk Preserve and Witch's Hole State Forest.

The draft Northern Shawangunk Ridge Fire Management Plan has been developed to protect the ecological integrity and reduce hazardous fuel loads in the highly volatile Shawangunk environment. Accordingly, the purpose of the plan is to: a) provide a planning framework for implementing fire management actions in accordance with the policies of the various partner organizations; b) ensure that all fire management activities are science-based and that potential negative impacts to the environment have been assessed and mitigated for as necessary; and c) ensure that fire management is a collaborative effort focused on improving public safety and ecosystem health.

Proposed Fire Management actions addressed in the Draft Plan include Wildfire Suppression, Prescribed Fire, Firebreak Maintenance, Repair and Construction, Fuel Reduction - Mechanical Treatments and Forest Thinning, and Monitoring.

The project is located in the Towns of New Paltz, Gardiner, Shawangunk, Wawarsing, Rochester, Marbletown, Rosendale, and the Village of Ellenville, New York.

Negative Declaration

Orange County - The Planning Board of the Village of Chester, as lead agency, has determined that the proposed DePaulis 94 Phase IV - Site Grading and Blasting will not have a significant adverse environmental impact. The action involves a site plan review under Section 98-13 to regrade a site by the removal of materials from one part of a premises to another part of the same premises, improving said property for a future use. The project is located south of Route 94 and west of Route 17 in the Village of Chester, New York.
