Project activities will disturb approximately 2,100 square feet of the Adjacent Area of Freshwater Wetland WP-9 and will require a Freshwater Wetland Permit pursuant to Article 25.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0110205), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Narrowsburgh Sewer District Sewage Treatment Plant has a design flow of 0.10 mgd. Current treatment includes grit grinders, septic tanks, sand filters and a chlorine contact tank.

The following changes to the permit are proposed: - Permit pages and conditions have been updated to reflect current department guidance, format and nomenclature. - A technology based daily maximum total residual chlorine effluent limit has been added. - The monitoring requirement for settleable solid, BOD5, Total Suspended Solid and pH at the influent location has been eliminated as this information is no longer required. - The monitoring requirement for pH at the effluent location has been added. - A mercury minimization program has been added. - A short term high intensity monitoring requirement for parameters has been added to collect and analyze effluent weekly for three months. Based on the results, a final determination whether effluent limits for the respective parameters are necessary.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
