Project Description:

Roanoke Sand and Gravel proposes to increase the depth and lateral extent of the below-water table excavation of this existing mine, and to remove the approximately 18 acre north pond area from the life of mine acreage. The current permit authorizes mining on 151 acres of a total of 298 contiguous acres that have been previously affected by mining, and this modification will expand the footprint of the proposed lake established as part of the reclamation plan by approximately 21 acres. The depth of the excavation is proposed to be increased from approximately 55 feet below sea level to approximately 90 feet below sea level, and the 151 acre lake configuration is proposed to expand to 172.2 acres, all of which are within an area that has been previously mined. The ultimate depth of any proposed excavation would be limited by permit conditions, an underlying clay layer, and by the operational limit of the dredge equipment. Operational aspects of mining operations at the site will remain the same, and no increase in intensity or other escalation of mining activity is proposed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Along East End Road in the area of "Grey Gulls", the Fisher's Island Development Corporation proposes to widen the existing 4' x 132' open pile / open grate boardwalk to an 8' width. In the area of "Barleyfield Cove", the applicant is proposing to construct an 8' x 300' open pile / open grate boardwalk. To mitigate the boardwalk's impact to the existing wetland, the applicant also proposes to create an area of freshwater wetland adjacent to the 1st and 18th holes on the Fishers Island Club Golf Course. A portion of the fairway will also be regraded to control rainwater runoff. The project is located in the Town of Southold, Suffolk County.
