Positive Declaration

Rockland County - The Town of Ramapo Planning Board, as lead agency, has determined that the proposed Kiryas Radin Adult Student Housing may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposal by the applicant, Modos Choffetz Chaim, to construct a post secondary educational institution with 60 units of Adult Student Housing called Kiryas Radin on the site formerly known as the Nike Missile Site. The project is located on the south side of Grandview Avenue just west of the entrance to the East Ramapo Central School facility and directly south of the Baldwin Court in the Town of Ramapo, New York.

Notice of Acceptance of Final EIS

Orange County - The Town of Montgomery Town Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Taylor Biomass Gasification Project. Copies of the Final EIS are available from the Offie of the Town of Montgomery Clerk, 110 Bracken Road, Montgomery, NY and the Josephine-Louise Public Library 5 Scofield Street Walden, NY. The Final EIS is also available on line at: www.townofmontgomery.com.

The action involves a proposal by Taylor Holdings Group, Ltd, (Taylor) to expand upon an existing, permitted, recycling facility located in the Town of Montgomery. The proposed facility would handle, daily, 950 tons of municipal solid waste, construction and demolition material and 100 tons of wood waste, which after sorting and removal of recyclable materials, would be used to produce a syngas to power a small onsite electric generating facility. In furtherance of the proposed project, Taylor petitioned the Town Board of the Town of Montgomery, in Orange County, seeking to amend the Town's Zoning code and Zoning Map. Taylor has petitioned the Town Board to consider several modifications to the Town of Montgomery Zoning Law, including modifications to the Bulk Requirements for Composting, Recycling, Handling and Recovery Facilities and other related definitions and provisions to permit the proposed biomass gasification-to-energy project. Taylor also requested that the Town Board rezone 13.3 acres within the project site from Residential Agriculture (RA-3) to Interchange Development (ID) in order to bring the whole project area within the ID zone. In response to the Taylor application the Montgomery Town Board has proposed a local law which would provide for a biomass gasification to energy project by special permit in an overlay district as designated by the Town Board. The project is located at 350 Neelytown Road in the Town of Montgomery, New York.

Notice of Acceptance of Final SEIS

Orange County - The Town of Tuxedo, as lead agency, has accepted a Final Supplemental Environmental Impact Statement on the proposed Special Permit and Preliminary Plan Amendments for Tuxedo Reserve, Proposed Rezoning for Tuxedo Reserve, and Proposed Amendments to Local Law No. 4A of 1999. A copy of the Final SEIS may be obtained from: Peter M. The action involves a set of amendments to the special permit and preliminary plan for the Tuxedo Reserve Planned Integrated Development. The proposed amendments would change the unit mix of the project, change the locations for proposed development, increase the amount of permitted commercial development, revise various design and performance standards for the project, as well as propose other changes more particularly described in the Final SEIS. In addition, the proposed action would include a zoning map change to cause the zoning for Tuxedo Reserve to be consistent with the changes proposed to the Tuxedo Reserve special permit and preliminary plan. Finally, the proposed action includes an amendment to Local Law No. 4A of 1999 to change the permitted unit mix for Tuxedo Reserve. The project is located in the Town of Tuxedo, New York.
