Project Description:
The Department has made a tentative determination to approve a modification to the existing Air State Facility Permit and prepared a draft permit for the facility which manufactures fused cast refractory.
The baghouse associated with the mold making slab and carousel line, emission point (EP) 0037A, will be replaced with a new and more efficient baghouse. The emission factor for particulate matter less than 10 micrometers in diameter (PM-10) from EP 0037A was changed from 0.83 lb/hr to 0.42 lb/hr in the PM-10 capping condition. The permit continues to limit PM-10 emissions to 80 tons for each rolling 12 month period in order to avoid Title V permitting requirements. This is the only modification to the permit.
This permit modification does not change the emission caps on oxides of nitrogen (NOx) or hexavalent chromium.

State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Dec 10, 2010.
