Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0023272), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS). This modification will also serve to: - renew the SPDES permit, the term of which was extended under the State Administrative Procedures Act (SAPA); - include the permittee's proposal to construct a new wastewater treatment system.

The Village of Maybrook Wastewater Treatment Plant has a design flow of 0.4 mgd. The current treatment system includes grit removal, a comminuter, primary settling, a stone media trickling filter, secondary settling, an artificial media trickling filter and final settling. Sludge is currently stabilized using an anaerobic digester, dewatered using a filter press and is hauled off-site for disposal. Additionally, the permittee has submitted a proposal to construct a new wastewater treatment plant with an expanded design flow of 0.6 mgd. The new treatment plant will include grit removal, sequencing batch reactors, filtration and post aeration. Sludge will be concentrated/thickened in a sludge decant tank, stabilized in an aerobic digester, dewatered using a filter press and hauled off-site for disposal. The facility has surface discharge to Freshwater Wetland MB-4, tributary to the Otter Kill, a class C water.

The following changes to the permit are proposed: Permit pages and conditions have been updated to reflect current permit language, department guidance, format and nomenclature; Permit limits have been developed for new wastewater treatment plant which will be effective upon completion of construction and start-up; A schedule of compliance has been added that includes a requirement to develop a Collection System Monitoring and Maintenance Program; A short term monitoring program to sample for copper and zinc has been added to the schedule of compliance; The sampling program will be delayed until after the new treatment system is completed as enhanced treatment is expected by the filtration process; A mercury minimization requirement has been added; Discharge Notification Act requirements have been added; Monitoring location Diagrams have been added.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to modify a portion of Freshwater Wetland BR-6 (Class I) and its 100 foot adjacent area in order to construct a single family residence. Activities proposed within the adjacent area include excavation, fill and grading for construction of the single family residence, driveway, and septic system with septic tank and pump chamber; activities proposed within the wetland include construction of a potable water supply well and excavation of a trench for the installation of piping. In addition, the adjacent area will be enhanced with native wetland trees and shrubs as mitigation for proposed disturbances. The total area of disturbance to the wetland is less than 0.01-acre; the total area of disturbance to the adjacent area is 0.27‑acre. The project is located on the east side of Farm to Market Road (County Route 62), immediately south of Indian Hill Road in the Town of Patterson, Putnam County.

The Wawarsing Kerhonkson Sewer Improvement Area has a design flow of 75,000 gpd. The facility is being upgraded to provide treatment for a design flow of 130,000 gpd. The upgrade of treatment includes activated sludge with oxidation and chlorination. Sludge is pressed and hauled for land application or landfill. The following changes to the permit are proposed: increase in design flow from 75,000 gpd to 130,000 gpd.
