The New York State Department of Environmental Conservation (NYS DEC) has received three Brownfield Cleanup Program (BCP) applications from the Watchtower Bible and Tract Society of New York, Inc. for sites known as 1) Sawmill Place Remediation Area A (SRA-A), site ID #C356042; 2) Sawmill Place Remediation Area B (SRA-B), site ID #C356043; and 3) Sawmill Place Remediation Area C (SRA-C), site ID #C356044. These sites are located in the Town of Shawangunk, within the County of Ulster, and are located at 10 Sawmill Place, Wallkill, New York 12589. Comments regarding these applications must be submitted no later than December 10, 2010. Positive Declaration and Public Scoping
Ulster County - The Town of Marlborough Town Board, as lead agency, has determined that the proposed Bayside/Amodeo Change of Zone; Bayside Development Plan may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on November 18, 2010 at 6:30 p.m. at the Town of Marlborough Town Hall, 1650 Route 9W, Milton, New York. The action involves a petition to change the zoning district designation of the Bayside parcel from R-1 to a combination of R and C-1. Petition to change zoning district designation of the Amodeo parcel from R-1 to R. Bayside Construction, LLC proposes to construct seventy-three (73) market rate two bedroom, multi-family dwellings with garages, eighteen (18) two bedroom, two-family dwellings with garages and ten (10) two bedroom apartments above 12,600 square feet of retail space on a 23.36 acre site. In addition, parking areas, a clubhouse, recreation areas, walking paths, private roadways, together with sidewalks and landscaping will be developed on the site.
The project sponsor is seeking to re-zone the property from the current Residential (R-1) zoning district to a combination of Residential (R) and Commercial (C-1) districts for a proposed mixed use development. The project site is currently separated from the R zoning district by a lot in the southwest corner of the project site and the Marlboro Middle School property. The proposed re-zone and conceptual site development of the Bayside parcel permits a development potentially in keeping with the surrounding area and in keeping with the provisions of the Town of Marlborough Comprehensive Plan Update which states, "Residential Growth should occur primarily in and around the hamlets of Marlboro and Milton in areas serviced by water and sewer. Smaller lots sizes may be warranted to encourage such growth." There is no concept or plan of development for the Amodeo parcel at this time. The project is located on the west side of NYS Route 9W just north of the Marlboro Middle School and on Purdy Avenue in the Town of Marlborough, New York.

Notice of Acceptance of Draft EIS and Public Hearing
Putnam County - The Town of Carmel Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Union Place Mixed Use Development. A public hearing on the Draft EIS will be held on November 17, 2010 at 7:00 p.m. at the Carmel Town Hall, 60 McAlpin Avenue, Mahopac, NY 10541. Written comments on the Draft EIS will be accepted for a minimum of 10 days following the close of the Public Hearing. The Draft EIS may be viewed at the Carmel Town Hall and on the Town of Carmel website at: www.carmelny.org.
The action involves the development of a 287 acre parcel to create two interrelated components for the Union Place Mixed Use Development, known as Main Street Village and the Union Heights Residential Development. Main Street Village would consist of 1,043,600 square feet of non-residential floor space in seventeen buildings, as follows: 133,000 square foot anchor retail; 80,000 square foot junior anchor retail; 50,000 square foot specialty grocer; 28,000 square foot book store; 22,000 square feet of restaurants; 14,000 square foot pharmacy; 166,000 square feet of other retail; 350,000 square feet of corporate offices; 125,000 square feet of professional office; 65,600 square foot hotel and 10,000 square feet of community space. Additionally 180 rental apartments will be located on the upper floors of these buildings. Union Heights would consist of 300 for-sale dwelling units within walking distance to the Main Street Village. Project amenities include a village green with band shell, plaza with fountain and seating at the end of Main Street, walking trails, a bike/jogging trail, children's playground, gazebo, pond and fishing platform, dog park, community space along the Main Street Village and recreation center and great lawn for Union Heights. The project is located at NYS Route 6 and Baldwin Place Road in the Hamlet of Mahopac, Town of Carmel, New York.
