Project Description:

The proposed project involves the dredging of approximately 6500 cubic yards of material from the mouth of a small bay in Toad Hole Harbor on Lake Ontario. The dredge spoils will be distributed on the shoreline, an adjacent peninsula and an inactive quarry on the property. All spoils will be stabilized to prevent run off into any water bodies or wetlands.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to develop and operate a 4.7 acre surface sand mine within a 539.3 acre parcel off of Pettis Road. The project site is on property owned by JMT Properties and lies 600 feet northeast of Pettis Road, approximately 4,000 feet northwest of County Route 14. The mine is intended to operate as a traditional surface extraction of the Grenville Fine Sandy Loam soil type on the site. Mining is not proposed to take place below the local water table. Excavation will be done by mechanical equipment, standard for sand mining operations and for removal of material from a bank face. Mining is proposed to remove approximately 100,000 cubic yards sand over the estimated 10 year operational life of the mine. Material will generally mined as unprocessed run-of-bank sand and no processing of material is planned. Final reclamation will restore the site to a meadow to promote wildlife habitat. Mine areas will be graded and stockpiled topsoil will be spread around the edges, and seeded with a perennial grasses and legume seed mixture. The reviewed life-of-mine area is 4.7 (LOM) acres.The JMT Properties parcel is located northeast of Pettis Road, approximately 3,500 feet northwest of the intersection of Pettis Road and County Route 14, in the Town of Louisville, St. Lawrence County.
