Project Description:

The Department has prepared draft permits for the referenced facility and has made a tentative determination to issue a Title V Permit renewal (DEC ID 2-6007/00724/00003) and a Title IV Permit renewal (DEC ID 2-6007/00724/00002). The facility consists of two simple-cycle combustion turbines (GE LM6000) each with a capacity of 420 mmbtu/hr. The turbines employ spray intercooling systems to optimize power output. The units are each equipped with selective catalytic reduction to control emissions of oxides of nitrogen nd catalytic oxidation to control emissions of carbon monoxide. The facility can generate a maximum of 79.9 megawatts of power.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY0005151), pursuant to 6 NYCRR Part 750-1.18, and 750-1.19, the Priority Ranking System known as New York State's Environmental Benefit Permit Strategy (EBPS).

The Con Edison - Hudson Ave Station facility produces steam for commercial customers. The steam is produced in boilers fired by oil or natural gas. The condensate is recycled to the boiler for further steam production. Wastewater is treated by settling, oil/water separation and neutralization (pH adjustment). There is also salt water cooling used at the facility. The facility has surface discharge to the East River, a class I water.

The following changes to the permit are proposed: Monitoring requirements for mercury at Outfalls 001 and 002 have been added. A Mercury Minimization Program and Best Management Program have been added. A monitoring limit for benzene has replaced the action level. Continuous monitoring for pH and equipment installation for Outfall 002 is required.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Renewal for a residential apartment complex that originally had three mid-size boilers (84 mmbtu/hr each) and one large boiler (129.5 mmbtu/hr) providing heat and hot water . All boilers use no. 6 fuel oil. On 11/30/2002, the facility discontinued using boiler at emission unit 00001, emission source 00001 and removed the boiler December, 2002. The facility also de-rated the large boiler No. 4 to a mid-size boiler (97 mmbtu/hr heat input capacity. Currently, the facility has three mid-size boilers. Emission reduction credits were obtained for the dismantled boiler #1. No more than two boilers may operate simultaneously, and NOx emissions are capped at 48.6 tons per year.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a Title V Renewal for the NYS Mitchell-Lama, middle income housing development, and the Rochdale Village Power Plant. The apartments consist of twenty 14-story buildings containing 5,840 units and two shopping centers. The facility has certified that there is no change in their operations. The buildings are heated by a circulating hot water system. The sources of energy are four union iron works boilers each of which can produce 100,000 lbs/hr of 650 psig steam to meet energy needs and to dirve the two steam turbines. Primary combustion fuel is natural gas with fuel oil #2 as a backup fuel only.

The applicant proposes to install new steel sheet pile against existing cofferdam sheets along approximately 267 feet of shoreline.
