Negative Declaration

Onondaga County - The Joint Schools Construction Board (JSCB), as lead agency, has determined that the proposed Phase I Modernization Plan for Fowler High School will not have a significant adverse environmental impact. The action involves interior and exterior renovations, including improvements such as:

  • A 45,870 square foot addition.
  • Replacement of roofs and windows.
  • Renovation of educational support spaces including laboratories and offices.
  • American with Disabilities Act (ADA) compliance.
  • Installation of new mechanical, electrical and plumbing systems.
  • Reconstruct two existing parking lots and entrance.
  • Miscellaneous drainage improvements.
  • Improve Falcon Stadium including new field, bleacher system, running track and lighting system.
  • Upgrade surface of existing tennis courts.
  • Encourage sustainable building practices by following LEED recommendations.

The project is located at the Fowler High School, 316 South Geddes Street, Syracuse, New York.

Onondaga County - The Onondaga County Industrial Development Agency, as lead agency, has determined that the proposed Central Land LLC Medical Office/Ambulatory Surgery Center will not have a significant adverse environmental impact. The action involves the acquisition of interest in land, construction of a 93,000 square foot medical/education center building for Orthopedic, Ambulatory Surgery and related services, installation of machinery and equipment, the grant of certain financial assistance, the lease or sale of the project facility and assistance in the financing of the project. The project is located on Fly Road in East Syracuse, New York.

Notice of Acceptance of Draft GEIS and Public Hearing

Cayuga County - The Cayuga County Legislature, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Cayuga County Emergency Communications Project. A public hearing on the Draft GEIS will be held on November 18, 2010 at 7:00 p.m. at the BOCES, 1879 West Genesee Street Road, Room 1, Auburn, NY 13021. Written comments on the Draft GEIS will be accepted until November 29, 2010. The Draft GEIS is available at the Seymour Public Library, 176 Genesee Street, Auburn, NY 13021 and on line at: http://co.cayuga.ny.us/radio-project.html.

The action involves a proposal by the County to implement an Emergency Communications Project for voice and data radio communications services to enable public safety and public service entities operating within Cayuga County to better respond to and protect our citizens. The Project would include development of a state-of-the-art digital trunked land mobile radio system. The proposed Project is fundamentally an infrastructure, a collection of radio sites located throughout the County interconnected by a network, monitored and controlled by a pair of redundant operations centers. The network would consist of a number of antennas collocated on existing telecommunications towers and/or sited on new towers constructed at locations yet to be determined. Additionally, one or more operations centers will be constructed and/or sited in existing facilities. The project is located throughout Cayuga County, New York.
