Project Description:

This proposal includes the construction of a 7,932 square foot office building to replace a 9,223 square foot building which sustained significant roof damage during the winter snow storm of February 26, 2010. Portions of both the existing building to be removed and the building to be constructed in its place are located within the 100 foot adjacent area of NYS Freshwater Wetland HJ-56 (Class 2). This project does not include any further encroachment into the 100 foot adjacent area relative to existing conditions as an existing access drive separates the building site from the wetland and undisturbed adjacent area.

Project Description:

The applicant requests the referenced permits related to development of two parcels, totaling approximately 249.76 acres, into 83 lots - a subdivision of 75 clustered residential lots and 3 large-lot residences, 3 water supply parcels, and 2 open-space parcels. Approximately 38.28 acres of land will continue to be farmed under an agricultural easement and 112.62 acres will be held as open space under conservation easements. A public water supply system to serve the project will be developed on the property and use three wells to provide up to 25,200 gallons per day. Wastewater (up to 28,000 gallons per day) from the project will be treated by the Village of Goshen Sanitary Treatment Plant. The project contains substantial areas of freshwater wetlands that are eligible for state mapping and which are already regulated by the Army Corp of Engineers. Wetland disturbances are primarily limited to construction of an access road into the parcel and a portion of the water supply system.
