Project Description:

The applicant proposes to develop and operate a 9.0 acre surface sand and gravel mine within a 22.7 acre parcel owned by Lance Joss. The Joss property is located east of NYS Route 3 at the intersection of NYS Route 3 and South Skinner Road, approximately 1.5 miles southwest of Woodville. The mine is intended to operate as a traditional surface extraction of the Windsor loamy fine sand, Groton gravelly loam and Galen fine sandy loam, which are the predominate soil types on the site. Mining is proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations, and for removal of material below the local water table. Mining is proposed to remove approximately 20,000 cubic yards-per-year of aggregate sand and gravel over the estimated 10 year operational life of the mine. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens. Maximum processing rates for the screen operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a +/-9 acre uniformly graded and re-vegetated open land with a small pond suitable for agriculture. The reviewed life-of-mine area is 9.0 (LOM) acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 19, 2010.

Project Description:

Install a 14' wide x 14' long bridge over a class C(T) stream in class 3 state regulated wetland (P-5) for snowmobile and groomer access to trails. The bridge will have two 2'x2'x6' concrete foundations with four I-beams for deck support and a hemlock plank deck. The approaches to the bridge will be backfilled with clean fill material. Four wing walls shall be constructed from prefabricated concrete blocks.
