Bronx, Kings, New York, Queens and Richmond Counties (Bronx, Brooklyn, Manhattan, Queens and Staten Island) - The New York City Department of Environmental Protection (NYC DEP), as lead agency, has determined that the proposed New York City's Proposed Sewer Connection Rules will not have a significant adverse environmental impact. The action involves a proposal by NYC DEP to promulgate "Rule Governing House/Site Connections to the Sewer System" as Chapter 31 of Title 15 of the Rules of the City of New York (RCNY). The proposed rule would apply to requirements for sewer availability certification and permitting for the construction, alteration, repair or relay, plugging, unplugging, and inspection of all house/site connections to the New York City (the City) sewer system. The proposed rule would unify within a single comprehensive set of regulations the existing standards, procedures, and practices used by applicants and NYC DEP to connect to the New York City sewer system. The proposed action requires approval according to the New York City Rules & Regulations City Administrative Procedure Act (CAPA). The project is located in all five bouroughs of New York City, New York.
