Permit(s) Applied for:

Article 23 Title 27 Mined Land Reclamation

Project is Located:

Jay, Essex County

Project Description:

The applicant proposes to modify their mining permit to include rock breaking, crushing and screening to their operation at their existing 70.1-acre Life-of-Mine granite (dimension stone) quarry. The rock breaking, crushing and screening is necessary to reduce the need for additional storage of excess waste rock (grout) in on-site stockpiles, while creating usable byproduct material (rip rap, landscape rock, gravel, and aggregate for roads). Reuse of this material meets the company's sustainability goals to recycle rock unsuitable for dimension stone. Rock crushing will include grout trucked in from the nearby Blue Quarry. Rock crushing and breaking will not occur at the same time, to reduce noise impacts. Breaking will occur 12 weeks per year, Monday - Friday, from 8:00 AM to 4:00 PM, and crushing and screening will occur 16 weeks per year, Monday - Friday, from 8:00 AM to 6:00 PM. A berming system constructed of grout and blocks will be installed around the rock breaking/crushing/screening processing equipment area to mitigate noise. Blasting and occasional 24-hr operation for diamond wire sawing was previously approved at this site. Truck trips will be 45 round trips max/day. The total acreage to be affected this term remains 44.9 acres. The mine is located on an 398.8-acre parcel of land owned by Cold Spring Granite Co. on the western side of Route 9N in the Town of Jay. The proposal is also under review by the Adirondack Park Agency (APA#2009-279).

Permit(s) Applied for:

Article 23 Title 27 Mined Land Reclamation

Project is Located:

Jay, Essex County

Project Description:

The applicant proposes continued operation of an existing 35.5-acre Life-of-Mine (LOM) granite (dimension stone) quarry, which was previously approved for blasting and occasional 24-hour diamond wire sawing. The applicant proposes to expand the LOM by 2.8 acres, while also reducing the LOM by 8.3 acres for a net change of -5.5 acres. The new proposed total LOM size is 30 acres. The applicant proposes to affect 23.6 acres during the next 5-year permit term. The applicant also proposes to add rock breaking to the operation, during an 8-week period each year, Monday - Friday between the hours of 8:00 AM to 4:00 PM. The rock breaking is necessary to reduce the need for additional storage of excess waste rock (grout) in on-site stockpiles, while creating a usable byproduct material (rip rap or landscape rock). The broken rock will be transported off-site by truck to their nearby Green Quarry for crushing into another usable byproduct material (gravel and aggregate for roads). Reuse of this material meets the company's sustainability goals to recycle rock unsuitable for dimension stone. Truck trips will be 35 round trips max/day. The final quarry floor elevation is 530'. The final grout pile height is 680'. The mine is on a 66.2-acre parcel of land owned by Cold Spring Granite Co. located off Carey Road in the Town of Jay. The proposal is also under review by the Adirondack Park Agency (APA#2009-246).
